We all know US citizens have the freedom to travel anywhere in the country without needing a passport. However, what about territories that are not a full US state? For example, Guam, American Samoa, or Puerto Rico? Do you require a passport to enter Puerto Rico?
If you are a US citizen, you do not need a passport to enter Puerto Rico. You only need some identity documents, such as a Driver’s License. US Green Card holders may not need a passport to enter the country. Some non-US citizens may travel to Puerto Rico without a visa, but most will need some form of approval.

Do You Require A Passport To Enter Puerto Rico?
The answer depends on your citizenship. If you are a US citizen or permanent resident, you do not need a passport. Usually, you just need a valid identity document such as a driver’s License. For non-US citizens, you may need a pre-arrival visa, e-visa, or visa on arrival, depending on your passport.
Puerto Rico may be part of the US, but it does not share the same status as Florida or Montana; the island is considered an unincorporated territory of the United States, similar to American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the US Virgin Islands.
Puerto Rico is technically not a state but still part of the US.
This means you can also apply the usual rules of traveling around the US to Puerto Rico.
For US citizens, you can enter Puerto Rico without a passport, just as you travel from one state to another inside the Union. However, since you will be boarding a flight to Puerto Rico, you may need to present some form of identification. This will help you pass the Transportation Security Agency’s (TSA) security check. Usually, a Driver’s License is enough.
The following rules also apply to US Green Card holders. The immigration freedom accorded to you includes the right to reside and travel to any part of the US as a permanent resident. This applies to Puerto Rico as well.
For Non-US citizens, you may need to treat traveling to Puerto Rico as similar to entering the US. You may need to start by first checking with US immigration’s website to see the requirements to enter the US for your passport.

Must I Show Any Documents To Enter Puerto Rico?
For US citizens, some form of identification such as a driver’s License is all you need. For permanent residents, you may need to present your Green Card and a type of identification such as a driver’s License; foreigners will need to present a passport with valid authorization to enter, such as a visa to enter Puerto Rico.
US residents will need to present valid identification, with the driver’s License being the most common. This helps the Puerto Rico authority to identify you and process your entry as a US citizen.
For US permanent residents, you may need to present your Green Card. However, do have your passport and other documents such as a Drivers’ License on standby, just in case you are requested for one.
For foreign residents, you need to consider entering Puerto Rico as entering the US. You will need your passport and some form of authorization to enter the United States. This may be a visa or an ETA (electronic travel authorization).
Passport holders of some select countries can enter the US without needing pre-authorization, meaning they just present their passports at the border and get stamped in.

Can I Travel To Puerto Rico With Just A Driver’s License?
You may travel into the US with just a Driver’s License if you are a US citizen. You may be able to do so as a Green Card holder, but you may need to keep your Green Card in hand, just in case you are asked to present it.
As a full US citizen, you can travel to Puerto Rico with any documents but a driver’s License. US citizens have the right to travel and reside in any part of the Union, which also includes Puerto Rico.
However, you will be flying into Puerto Rico, unlike traveling by car or bus. This means you will need to identify yourself when you board your flight. This means a Driver’s License is required.
The same may be applied to Green Card holders since permanent residents also have the same rights as full citizens when it comes to traveling. However, you may be asked for your Green Card, so always have it in hand just in case.
For foreign residents, you may not enter Puerto Rico with only a driver’s License. You will need your passport with valid travel authorization. This is because entering Puerto Rico is also considered entering the United States, which means the US’s immigration law applies to you as a foreigner.
Can I Use Other Documents Other Than A Drivers’ License To Enter Puerto Rico?
As a US citizen or Green Card holder, you may enter Puerto Rico with either a driver’s License or other valid identity documents such as US Military ID, birth certificate, a Native American travel tribal photo ID, etc. The key is to prepare at least one or more, just in case you are asked for additional identification.
Not all of us have a driver’s License, which means you may need another type of valid documentation to enter Puerto Rico. Fortunately, you may use the following to enter Puerto Rico. The list may not be exhaustive:
- United States Birth Certificate (Original Copy)
- US Passport Card
- US Military ID
- Recognized traveler membership such as Global Entry, NEXUS, FAST or SENTRI
- An acceptable photo ID issued by a federally recognized Tribal Nation/Indian Tribe
- Transportation worker identification credential
- US Citizenship and Immigration Services Employment Authorization Card (I-766)
- U.S. Merchant Mariner Credential
- HSPD-12 PIV Card
- Veteran Health Identification Card (VHIC)
A US Passport Card is different from the typical US passport book. The Passport Card is usually used by border communities who may enter or exit the US frequently – such as those entering Mexico or Canada daily for work or social purposes.
A Native American tribal ID is a form of identification that shows the holder’s membership in a particular Native American Nation. It is valid not just for travel within the US but can also be used for banks and many federal buildings.
There are also multiple travel memberships such as Global Entry, NEXUS, FAST, and SENTRI. These memberships provide various benefits, such as faster border clearances or pre-screening services. These are more useful for international travel but can be used to help you to enter Puerto Rico as well.
These IDs may also be subjected to the REAL ID Act. Starting May 3, 2023, all air travelers aged 18 and up must present a REAL ID-compliant identification to fly within the US. These identifications may include a Driver’s License, a state-issued enhanced Driver’s License, or another acceptable form of identification to fly within the US States.

Do Minors Need A Passport To Go To Puerto Rico?
Minors under 15 are not required to have a passport to enter Puerto Rico. If the child is traveling without a legal parent/guardian, consider issuing a letter of permission granting the child to undertake the journey. It may be best if the minor travels with at least an adult authorized to enter Puerto Rico.

When possible, have the minor travel with an adult you trust since it’s always easier to have an adult around when dealing with airport security.
